I don't think that there is an American equivalent of the National Portrait Gallery. Like all the major museums in London, it is free, and it features portraits of notable people; mainly British, but not only.
I was able to see two special exhibitions (they were not free): The photographs of E.O. Hoppe and the photographs of Ida Kar. Truly extraordinary images of European artists from Kipling on. A genuine celebration of human creativity. A cultural distraction worth seeing!
