Today, as I prepared the KUSP Land Use Report for next week, I once again had occasion to comment on the Monterey County General Plan Update.

The Monterey County General Plan Update process has been going on since 1999, and the Board of Supervisors is now working on General Plan Update Version #5. Four times previously, the Board has been presented with a proposed General Plan Update document, and in every case, rather than adopting the document as presented, or as the Board might amend it, the Board has sent it back to the staff for further work.

Since General Plan Update Version #3, I have never been able to think of the Monterey County General Plan without remembering my favorite song from the Lovin' Spoonful. Click right here if you'd like to hear it. No, it's not "Do You Believe in Magic," though that's a nice song, too.

The essence of the political process is debate and discussion, controversy and conflict, followed by a decision.
